First time I've been able to participate, and I got nothin'
Oh, wait, could you clarify how customs and sales tax are refunded when a GSP items goes wrong? Does the buyer have to contact CBSA or does eBay/PB refund and complete the paperwork with CBSA itself?
And how about returns of unsatisfactory merchandise? To the seller? To PB?
And how about items damaged while with PB? Of my purchases under the GSP . 100% have been opened. (OK, I've only purchased one item. Lies, damned lies, and statistics, eh?)
Happy New Year by the way.

If a seller cancels the sale and refunds the payment on a GSP item, Pitney Bowes will follow suit and refund the international shipping as well as the import charges, but the PB operational fees are not refundable in some cases. You can get the full details in the GSP Terms for Buyers.

Any GSP item that doesn't reach its destination or arrives damages is covered under the PayPal Purchase Protection. Please consult the Terms I linked to above for more information.
