To solve your problem.
Forget eBay and Paypal. Go to the credit card that you really paid with (PP is just the processor) and start a chargeback. The 1-800 number is usually on the back of the card. If not look on your monthly bill. Tell the CS clerk what happened. She will need dates , transaction numbers and prices. Have that information handy to help her process your refund.
Credit cards have longer deadlines, but they do have deadlines. Also most will accept proof of Mailing, while PP wants proof of Delivery, so have the number on your Canada Post receipt for her.
