A few months ago i saw an advertisement on ebay , a US vinyl cutter, which I bought but
when I did received the item it wasn't a US cutter, it's none function, many parts are missing,which wasn't mention and the seller is now telling me it's my problem not his.
What is my next step.

I need help, I bought a cutter that was advertise as US cutter, after receiving it, I got a garbage cutter, none functional, many parts missing and it's not a US cutter. Then the seller is telling me that it is my problem not his. What steps should I be taking to resolve this problem ?

At the bottom of this page, go to the Resolution Centre.
Open an Item Not As Described Dispute.
The first step is to contact the seller. You have already done this so go on to Step Two and open a Claim.
Now.
EBay will want you to return the item to the seller.
If he is in Asia this is expensive, at least $40 with Delivery Confirmation and you do need Delivery Confirmation.
Or you could go to your credit card, the one you back your Paypal account with, phone the 1-800 number on the back and ask about their chargeback.
Some cards don't require you to return the unwanted item before refunding or will allow proof of shipping , which is much cheaper than proof of delivery.
You can also leave appropriate feedback. The most effective feedback is calm and factual.
At the same time you will be asked to leave Detailed Seller Ratings. The normal rating is Five Stars. The lowest is ONE STAR. No stars is a free pass.

When did you receive it? If it is less than 30 days after the latest estimated date of delivery you can file a claim as the other described.
If it has been longer, you can file a claim through paypal up until 180 days after purchase.
You say that you saw the item a few months ago..if you have had it for a few months now it would be difficult to prove what condition it was in when you received it.
