If an "OBO" item is highlighted as "FREE SHIPPING" within the US, and the offer is accepted, does the free shipping not apply to the accepted price?

No, this is NOT about shipping to Canada. It is about free shipping within the US on an OBO listing. Shipping address IS a US address.

BTW, since Free Shipping really means the price of (domestic/USA) shipping is included in the asking price of the item, you should be paying less than USPS prices for postage to Canada.

Politely ask the seller for the cost of First Class International shipping and remind him that FCI now includes Delivery Confirmation.
