If you owe money to your sellers, then pay for them.
If you have ignored payments that were due on purchases, then sellers will open Unpaid Item Disputes against you. There will be emails.
If you do not pay, you get a Strike against your account. Most seller have automatic Blocks against deadbeats with Strikes.
If you get more than a given number of Strikes, eBay will rescind your membership.
