Haven't received item. Will there be negative effects on Seller if I open a case before she has time to act.Date near,so want a record.

The date for filing a resolution is November 10. I notified seller 3 or 4 days ago that the item had not yet arrived. Left it so late because item was coning from the USA,and had never had a problem before,even if package was checked by Customs. Had always had excellent service from this Seller. Seller stated she would look into matter later,due to family issues,and I am certain she will. How should I proceed-will it affect Seller negatively if I file?  should I file in order to have a record of the claim?

Open the dispute immediately.

The seller can end the dispute immediately by refunding you.

Or you both have a few more days for delivery without penalty.

It is also possible that the parcel is waiting for you at your PO. While the postie may have left a notice, it may have blown away or been discarded as junk mail by a family member. So do check there.

Normal delivery from the USA is seven to thirty days. You are well past that.Protect your pocketbook and file.

If the item turns up, you end the dispute and leave positive feedback for the seller. If it shows up after you are refunded, you can repay the refund using Paypal's Send Money.

If the seller refunds you within a dispute, there is no adverse effect on her. If she is stubborn, and PP refunds you, there will be a note on her selling records.
