I bought and paid for an item on November 6 2016 with echeck it cleared paypal on November 15 2016 but ebay still hasn't cleared my payment it's been 8 bussiness days since paypal cleared it is it normal for ebay to take this long?
I contacted the seller he told me payment is still pending is it possible to cancel my order before the payment goes through and have my payment refunded back to me?

So, paypal shows the purchase as being paid?
Make a request to your seller to cancel and refund the order if they haven't shipped.
Since ebay and paypal are now separate companies information is not alway shared in a timely fashion.

The way it is supposed to work is that when the echeque has cleared, PayPal lets eBay know that it has cleared and marks the transaction as paid. The system has been glitchy lately and ebay isn't always showing that the cheque has cleared. Ask your seller to go look in their PP account so that they can see the cheque has gone through, the money is in their account and that PayPal has marked it as ok to ship.

The same thing happened to me recently. Luckily I check my PP all the time,noticed that the cheque had cleared the day before and sent out their purchase,

Your seller needs to check his paypal account and he will see it's cleared. All he needs to do is verify that, mark it manually paid on ebay and then ship it. You waited long enough, echecks are a pain in the butt for all parties.
Unless he is a very new seller and has echeck clearances confused wirth the automatic 21-day hold for paypal payments. If that is the case, he will require some education on the subject and he should be advised to call paypal himself.

Accordding to ebay it just cleared this morning took long enough.
The first and last time I'm useing an echeck.
It was the only payment option I had at checkout since I don't have a credit card.

If you transfer money INTO your PayPal account first you won't have to use echeck. The payment will go through right away. You can always transfer the remainder back to your bank when you're done buying.

When you pay from a Paypal balance or when you use an e-cheque, the payment once transferred is over and done. You do have eBay's Buyer Protection for 30 days after delivery.
When you pay from a credit card through Paypal, you have three levels of Buyer Protection. EBay, Paypal (which both can access the seller's finances) and the card itself's chargeback policy. PP has a 180 day dispute period.
If you are eligible for a credit card, it would be useful to have one, if only to protect yourself when purchasing online.

With a PayPal balance or an echeck the buyer will have eBay's buyer protection for 30 days after delivery PLUS PayPal's 180 day buyer protection. All a credit card does is give a buyer the option for a chargeback which isn't any longer or better than PayPal but is a lot more hassle than PayPal.
