I have tried to get a problem fixed for months now, getting very frustrated not being able to contact a Human being to speak with. I have gone through every avenue available to find & contact an ebay CSR to ask what to do, but cant find any numbers at ALL. It just keeps going in circles when u use the contact support channels??!!

CONTACT EBAY BY PHONE
Here is how to contact eBay by phone: At the top or bottom of this page, click on "Help & Contact", then "Contact eBay" tab. Choose any topic that seems relevant, such as "Buying" > "How to pay for an item". Not all topics will provide a link, but many, such as the one above, take you to a screen where you will find, on the right side, 2 choices: call eBay on a toll-free number, or have them call you. Follow the prompts. If this is about a purchase made with the GSP, ask for the GSP specialist. Have all the relevant information ready. Be patient - it may take a long time and several customer service reps, before you have all your questions answered satisfactorily. If you are not getting logical answers, ask to speak to a supervisor. Call back if needed. The call centre is in the Philippines, not all operatives are well trained or familiar with eBay Canada. If you're lucky, you'll get the call centre in Utah and a native English speaker to assist you - most likely on weekdays during normal business hours.

If it's about the import fees charged by DHL and other couriers, you should understand that your seller is probably unaware of them and chose the company because it gives good service for the money (including tracking and insurance) within the USA. (Actually within Canada to.)
Cross-borders is where the problem comes in.
The problem is that Canada charges duty and sales tax on items valued over $20CDN (about $16USD). While Canada Post and the CSDA tend to ignore low value, small items where the amount collected will be less than the cost of collecting it, private couriers like DHL must by law process, apply and collect these import fees.
Yes, there is duty on items purchased in the USA but manufactured elsewhere.
Yes, even if there is no duty, there will be sales taxes applied.
Yes, the company can and will charge a fee for 'customs brokerage' which is basically figuring out what those fees will be and collecting them.
Some companies, like UPS,charge the receiver on the doorstep before they will turn the item over.
Some, like FedEx, send the receiver a bill later.
