Hi,
I'd appreciate some help on the following: I placed an order for a small toy figurine and about 2 weeks ago (when the date that I should have received it by came along) I received an e-mail from Canada Post requesting that I contact the customer service department because my package was being held in the "undeliverable mail" section. When I called them, an agent looked into the situation and explained to me that my package had been received by them empty (with only an open envelope but no item inside).
They said they were very sorry and that I had to contact the seller and tell him/her that they needed to contact Canada Post for a refund because they were the ones who sent out the package. So I contacted the seller and he/she told me that they contacted ebay's global shipping program and that they would deal with Canada Post and investigate to find out what happened while keeping me updated on what was going on. I still haven't heard any word from this so called global shipping department and the seller told me it was out of their hands and to contact the global shipping department myself. But how do I do this? I've gone through the website and am not sure what to do. I paid using paypal so shouldn't I get a full refund?
If anyone could help me and guide me in this situation I would really appreciate it.

A question or two: why would the post office hold the package and how would they know if it was empty? Did they open it and why?
The seller is responsible for getting the package to you and in fact, it was not delivered.
I would just open an item not received claim.
Old enough to know better. Young enough to do it again. Crazy enough to try

In order to get all of your money back when you don't receive an item through the global shipping program you have to file for an item not received through ebay or paypal. The gsp department is responsible for any package once it leaves the shipping center in Kentucky which is where your seller would have sent it to. If your tracking shows that it left there but you haven't received it, you will be refunded.
There is also a phone number that you can contact but it is in either the gsp questions or comments thread. If I find it, I'll post it here.

Rather than an Item Not Recieved (althought that is really what happened) , the buyer should file a Not As Described dispute.
An empty box is about as NAD as it is possible to get.
With the GSP all parcels are Delivery Confirmed (as I understand it) so I doubt a INR would succeed.
Sounds like another GSP fail , doesn't it?
