How to block people

I recently discovered that there was a way to block certain countries from bidding in your auctions does anyone know how to do this ?

I havn't heard of that option, just individuals....
Perhaps its a .com thing?

Seller Preferences
Buyer Requirements (change)
First choice "block users who are registered in countries I don't ship to"

You have to drill down....way down....but it's there.
