Hi alau9266,
First question to ask is where the item was purchased: on eBay.ca or eBay.com? If the prior, only PayPal Buyer Protection is available, so if you didn't pay with PayPal, this coverage wouldn't be available to you. If you bought the item on eBay.com, however, you may be covered by eBay Buyer Protection.

In addition, Paypal processes payments from credit cards (and bank accounts) without revealing the buyer's financial infomation to the seller.
So, after trying the eBay/Paypal resolution centres, you can apply to your credit card for a chargeback. Cards also have longer deadlines.
Have all the information about dates, prices, payments and transaction numbers handy for the customer service clerk.
