I am puzzled by the tactic of having a "buy it now" price only one or two dollars higher than the starting bid. Can anyone enlighten me?

Maybe the seller is taking advantage of the 50 free auction style listings that non store owners are eligible for every month. The type of pricing you mention would give them the type of price guarantee provided by a fixed price listing while being technically an auction style listing.
