I have contacted the seller and he said that he had sent the item to global shipping program in Kentucky, then to be shipped to Canada. In Kentucky they switched/misplaced my item with a $2 used toy. I also have no way of contacting them in Kentucky either! I have tried to open a case to get my money back but ebay.ca wouldn't let me.
This is just showing me that I should never get ANY items for ebay ever again, especially if they are going to SHAFT ME!

file a not received case in resolution center,then dont buy from anyone that uses gsp ever again.

The seller is still responsible for shipping you the correct item in a prompt and secure manner.
If there was no note in the package you recieved about being opened at the Pitney Bowes facility in Kentucky, then the switch/error was done by the seller.
Doesn't matter.
Open an Item Not As Described Dispute with eBay. You may be told to return the item you did receive to the seller with a Delivery Confirmed service, like Expedited Parcel. When you do , put the number of the parcel into the Dispute.
Keep a photocopy of the customs note, if there was one.
EBay and Paypal will sort it out and refund all but your return postage.
Don't let the seller bully you. Stick with the Dispute and do not allow them to send a replacement. Go for the refund.

First off, sorry to hear you received the wrong item.
I thought I might also add a bit more info to what has already been posted.
First off, as mentioned already, you should open a "not as described" case. Once this is done the rest of the process should happen automatically, as far as refunds.
You should not ship the item back to the seller, as this is not required for refunds under the GSP.

You should not ship the item back to the seller, as this is not required for refunds under the GSP.
Since, as a suspicious old biddy, I wonder if the seller was the one who shipped the wrong item, I', wondering how this all plays out.
Does the seller get off without penalty? Or will he lose the original payment for the item and the shipping to KY?
