Check your PayPal account.  That is the official location for your payment.

It may take some times for the information to be transferred from PayPal to eBay.

it's been 2 weeks and they show as complete in paypal

Have you received your items and are you satisfied with them?

If so, it does not matter that the payment information did not properly transfer from PayPal to eBay.

If you have not received the goods, then you should contact the seller and inquire.
