There are many instances when a new buyer, will have bid on an item and then did not pay for it. If a seller reports this to eBay, the buyer gets a strike against them. A second strike, for non-payment, means a censor from buying or bidding. Call eBay and find out why.
Sellers can also set up their Buyer Requirements on their auctions or listings:

Block certain buyer from bidding on or purchasing your items. This may reduce the chances of your item selling, so use with caution.
Block buyers who:
Don't have a PayPal account
PayPal account holders have up to an 80% lower Unpaid Item rate.
Have received Number of unpaid item cases unpaid item case(s) within Unpaid item case(s) duration limit month(s)
Have a primary shipping address in countries that I don't ship to
Have Number of maximum violation reports policy violation report(s) within Violation report(s) duration limit month(s)
Have a feedback score equal to or lower than Minimum feedback score limit
Have bid on or bought my items within the last 10 days and met my limit of Maximum number of items limit
Only apply this block to buyers who have a feedback score equal to or lower than Maximum feedback score limit
Control the number of items a single buyer can purchase.

Some more detailed information may help us to answer you correctly. Are you having problems using the site? Do you have a PayPal account correctly set up and linked with your eBay account? Are you trying to bid at the last moment, and your bids are not going through? Are you always being outbid? Are your Buy It Now purchases being cancelled by the seller? Can you provide a listing number for an item you tried to buy?
I see you have one feedback, probably from April when you joined, so you have had one successful purchase. What is different that is causing you difficulty now?
