Assume I have two offers for the same Item. If I counter offer one of them, can any one else (including the other offer) buy the item while the counter offer is active?

Reject the one you are not going to counter . Offers/counteroffers are only in play as long as any member does not buy via your Buy it Now price, unless you multiple items on the BIN.

Yes, as long as the listing is still active, anyone else can buy it, - or make a more appealing offer. If you swiftly decline one offer and he goes elsewhere, the other to whom you made the counter may reject your counter, leaving you with no one at all. Or the first may grow impatient and just buy it outright, although not likely, but it would end the listing abruptly, perhaps right when the second person was poised to accept your counter. Or a third person happens along and buys it whist everyone else his making up his mind. Decisions, decisions. Anyone can come along while best offer negotiations are going on and click on buy it now. That person is the buyer of the item and all pending best offers and counter offers are nullified by the use of buy it now.

If the item is an auction with a Buy It Now and a Best Offer- The BO is superseded by the Buy It Now or by the end of the auction.

If the item is a Fixed Price listing it is automatically BIN. A Best Offer under negotiation is superseded by a purchase at asking price.

If you have two Best Offers, you can reject or ignore one and accept the other. Unless the rejected bidder has time to purchase at the full Fixed Price, he is out of the running.

BTW, in my opinion, Best Offer is a good way of saying that you have no idea what your item is worth and are asking for lowball prices. And you pay for the option.

List at the price you would be happy to recieve with fair shipping costs and don't enrich eBay from your pocketbook.
