Is PayPal Down??

Is PayPal down?  I was able to purchase and print the label for US parcel but not for Italy or UK.  Something wrong with PayPal? 

It can be frustrating as I would like to ship my items right away but no, I am forced having to wait during the long weekend or until Tuesday, causing unnecessary delay for me to ship them.  Thanks a lot!!

If you were able to print labels for the US but not the UK, Paypal is not down.

Canada post might have a problem with their UK rates, though.

I don't understand why would  Canada Post have problems with UK rates?  Canada Post set the rates already, so why problems??  It doesn't make senses at all.  Please clarify.  Thanks.
