Click on Help and Contact on top of this page.
However, most Canadian eBay users know you usually get a faster and more accurate answer to most problems by asking the question on these boards (buyer or seller). We generally understand the system better when it comes to Canadian issues than a service representative in the Philippines.

Here is how to contact eBay by phone: At the top ot bottom of this page, click on "Help & Contact", then "Contact eBay" tab. Choose any topic that seems relevant, such as "Buying" > "How to pay for an item". Not all topics will provide a link, but many, such as the one above, take you to a screen where you will find, on the right side, 2 choices: call eBay on a toll-free number, or have them call you. Follow the prompts. If this is about a purchase made with the GSP, ask for the GSP specialist. Have all the relevant information ready. Be patient - it may take a long time and several customer service reps, before you have all your questions answered satisfactorily. If you are not getting logical answers, ask to speak to a supervisor. Call back if needed. The call centre is in the Philippines, not all operatives are well trained or familiar with eBay Canada. If you're lucky, you'll get the call centre in Utah and a native English speaker to assist you - most likely on weekdays during normal business hours.

You can also google 'ebay phone number'. I haven't tried the phone number that comes up but it can't hurt to try it.

I would agree with the suggestion to Google it. I did just that earlier this year and found a number that actually worked. I don't know whether I got the call center in the Philippines or the one in Utah - forgot to ask - but the guy spoke perfect English, so maybe it was Utah. I can't remember for sure but, I don't think I was on hold for very long, if at all. Who knows, maybe I managed to get a number that was a more direct one to someone you normally don't get from customer service. I wish I had kept that number, though, for future reference but I forgot to write it down. As Homer Simpson would say, DOH!!
