It's possible that it has left customs but wasn't scanned. Have you checked the tracking number on the USPS site...they may have more info than CP.
I wouldn't refund yet as it hasn't even been 2 weeks yet and its possible that it will reach the buyer any day now. Did you send it expedited or xpresspost?

Do NOT refund, unless your plan was to give your customer an early Christmas present.
It often takes a good 20 days for an item to travel from Canada to pretty well anywhere in the USA.
If your customer is upset, soothe her. Remind her that the item has been sent and is currently reported to be in the hands of American Customs officials. Toss in a few words about civil servants not working weekends (July 5-6) (July 12-13) (July 19-20) or holidays (July 4). Remind her that the item is tracked and insured. Mention that it was sent from Canada and that we had our own national holiday on July 1, but the item still made it to the USA.
If the customer is not whinging, calm down. At worst, she opens an Item Not Received Dispute. At that point, Murphy's Law will kick in and the parcel will be delivered. End.
Or you respond with the tracking number. The Dispute gives you a further 20 days for resolution/delivery.
It will be fine.

Also, since you paid for insurance, you would get a full refund of the insured value+postage costs if the tracking number never shows it as delivered, should you need to file an insurance claim for a lost package.
The most recent tracking updates will be found at www.usps.com. Also consider that packages do sometimes get delivered without being scanned in (ever) or without the tracking ever getting updated to show the package as delivered. I wouldn't say it happens on a regular basis but I've received a few and I've also sent a few that's happened with. The delivery person could forget to scan it, or there could be a computer glitch. I've even had that happen with a package that I received while witnessing the delivery person scan it in.

The buyer left positive feedback on Saturday.
Do you know when he actually received the parcel? Were you able to track it on www.usps.com ?

I wouldn't refund just because it stuck in customs! The buyer have to learn to be patience!
