I'm new to Ebay. How much time do i have to pay for an item that i won from a bid? is that up to the seller? or the buyer? is there a specific deadline im suppose to meet as per Ebay policy?

Most sellers like to get paid as soon as you receive the invoice.
Sooner it is paid for the Sooner you get it.
From the listing for the jacket you won.
Terms of Sale: Please make contact within two days of winning and make payment by paypal or direct deposit within 2 days of winning. Failure to pay for item will result in negative feedback and other action being taken. Returns not accepted except where mandated by law.

If you don't pay within 4 days from the end of the auction the seller can file a claim for Non Payment.
You can always try and work out a longer time with the seller but it is best to do this before you bid.

You may also find some Buy it Now items with immediate payment required.
This means if you don't pay immediately then someone else can purchase the item before you do decide to pay.

Ebay is not a lay away. Should never buy/bid without the ability to pay promptly. If an issue arises , contact seller immediately.

The seller will invoice you. In some cases the invoice will come automatically from eBay, in others the seller must manually add the shipping charge.
If you are buying multiple items from one seller, he will (usually) discount the shipping. Give him a chance to do so.
However, if you have not paid within 4 days (96hours) of the end of the auction, the seller can open an Unpaid Item Dispute. If you do not pay after that (and again you have 96 hours) you will get a Strike which will make it harder to bid or buy on eBay, because many sellers have blocks against bidders who have Unpaid Item Strikes.
