I received a Make a Offer from a buyer which I accepted and then I received a message saying "I just make an offer, I didn't buy this item:!! Now this buyer didn't want to pay for it. Is it normal?
Does eBay allows any buyers to make an offer and when the sellers accepted them and the buyers don't have to pay? I am confused.
Anyone knew? I would appreciate hearing from anyone on this matter. Thanks.

It just like anything on ebay ... There are rules that and things that are legally binding but if they don't wanna pay the only way you can make them is to bring them to court and nobody is gonna be doing that anytime soon ...
Just file unpaid case and block the buyer and move on ... That is the only thing you can do ...

When people make an offer they are suppose to pay for the item when the offer is accepted.
It's the same as when someone clicks 'Buy it now'. But as everyone here will tell you,
people don't always do what they're supposed to. So here's how to add that thoughtless

If your (non)buyer complains about the Unpaid case, send him this next link, drawing

where it says, "If a seller accepts your offer, you're required to complete the transaction".

Thanks, I know how to file the unpaid item process. It is just I was wondering if it is allowable for buyers to make offer and then say "I just make an offer, I didn't buy this item" is normal. Apparently it is not.
Of course I will file the unpaid item process, striking him for his stupidity! The problem is that I have to wait until the 8th day to relist it which is waste of time.

I have never experienced an offer then the person won't pay. I have received a lot of low-ball offers.
