A relatively recent scam. You didn't get the first item because it was never sent. Neither was the second.
You are waaay too late for a Paypal refund. Those are available if you complain within 45 days of the purchase and if the seller cannot prove delivery.
Never accept the offer of a replacement. Only allow an immediate refund. If the item does actually appear, you can repay the refund using PP's Send Money service.
Instead immediately go to the credit card you actually paid with. (PP is just the mediator) Call the 1-800 customer service number and ask about a chargeback. The clerk will need your dates, payments and transaction numbers to process the refund.
