New feedback policy...when does or did it start?

Can you please tell me when the new feedback policy started or will start? You know...where sellers may not leave negatives for buyers?

And also when will our rank reflect past repeat customers? Or this was already done?

Nothing definite on the new FB rules however, last I heard was they were trying to implement them on May 19. And that date is definitely not definite as has most new rolls-outs been as of late.
