I purchased a pair of Ray bans over a month and a half ago and was suppose to receive by May 28th. It is now June 9th and the seller has not answered my message and I have opened a case. How can I get a refund

Escalate the Dispute/case to a Claim.

If the seller does not refund you (and do not accept an offer of a replacement) then Paypal will and go after him for their money. Hard.

BTW, if you were buying Ray-Bans from China, they were counterfeit anyway.
