Go to the credit card you really paid with. Paypal is just a mediator.
Phone the 1-800 number and ask about a chargeback.
To make the clerk's job easier have your dates, transaction numbers, payment amounts, currency info etc handy.
In future, if you item does not arrive in 20 days, contact the seller. ONCE. Okay, make it 30 days for Asian shipments.
Do not accept offers of replacement, refund only.
If neither the item nor the refund arrives within 40 days from purchase, go to the Resolution Centre at the bottom of this page and open an Item Not Received dispute.
If the seller does not provide either a refund nor Proof of Delivery, PP will refund you and go after him for the money.
