I have recently had an item that was suppose to be returned, but it was sent back to the sender due to incomplete address. Mean while Pay Pal has refunded the buyer $177.
I have now numerously called Pay Pal about this and they are making all kind of excuses for their action. They said that the address was verified by the carriers ( CP and USPS ) so the address must be correct. They also went on to tell me that since the item had arrived in Canada from the US and the address was verified ( I guess by CP ) that this was the confirmation they needed to be able to refund the buyer. Absolute Non sense.
I told them how can you refund the money without actual delivery. I added, what if the returned item was not in the same condition as it was when it was sent out? How would this then be dealt with? I got a pause. Then back to the verified address reasons. I felt like losing it on this person, but I though " what for "
I know that most of the time Pay Pal is not a problem but when they make a mistake, they need to own up to it

I just wanted to add that Pay Pal opened a claim and the specialist will decide upon what can be done. Watch, I will get the old generic response which will look like this;
Since the tracking information shows the merchandise was delivered to you,
we have issued a refund to the buyer on your behalf. If you have any
further questions, please feel free to either respond to this email or send
a message to complaint-response@paypal.com.
We appreciate your patience and cooperation regarding this matter.

And the response from pay Pal comes in. Drum roll please;

I don't know whether it's of any help, but I seem to recall that someone recently reported a similar problem on these boards concerning a returned item -- Paypal claimed delivery according to the tracking information, but the seller's address was incorrect and the item was never actually delivered, yet the buyer was refunded.
Perhaps it was your own post I'm remembering -- did you post this problem earlier on Seller Central?
In any event, this is nonsense, and I would continue to pursue this with Paypal as far as you can. Did they provide you with any screen shot or other documentation showing the address that was input for the tracking? If so, you should be able to confirm whether or not there was an error. It's all about business they can't advertise that there is 20 ways for people to get ripped off using paypal so they have to tell it's safe and secure .. Then someone like you sayd no it is and then a company playing games says yes it is all your finicial information is safe and secure but they fail to tell you your money isn't LOL ./...
