It's not complacency! As in most cases eBay made an attempt to push the boundaries as much as possible with the Aussie experiment, it failed and so subsequent attempts were modified to ensure they did not have a similar failure.
They made sure when they implemented the Paperless Payments policy in the USA it would pass the smell test and now 6 months later it seems to be holding up fairly well.
I expect by implementation time on .ca they will have ProPay, PayMate and Moneybookers in the mix along with merchant credit cards and PayPal. While effectively this may make it PayPal only for many sellers the reality is that for those sellers it already is PayPal only.
Take note that under the newly revised dispute resolution process all the rules that sellers wanted to avoid by not using PayPal will now apply to ALL payment methods. Initially the new resolution process will only apply to listings on .com, it's likely if not certain this will be expanded with .ca listings the most logical next territory.
