Re-buying fr. USA, to avoid shipper using Priority Mail Int do I offer alternative payment method

I live in Canada... to clarify,  if I pay through Paypal is the American seller then obliged to use only the ( more expensive ) Priority Mail International service ? Will offering them another payment method mean more options with shipping ?

Sellers can use any service they want to.

I understand that First Class International now includes Delivery Confirmation to Canada and carries up to 4 pounds of goods.

You can ask the seller BEFORE BIDDING if he is willing to use another service than that offered in the listing. If you do, be sure to mention the Delivery Confirmation. This is fairly new and US sellers are used to cheap domestic DC.

The seller is allowed to refuse.
