Relisting problems - cannot relist any item

When I go to submit my listing, I keep getting an error.  It asks me to create a payment policy.  I have a payment policy and when | put it in and go to submit my relisting, it gets taken out and gives me an error.  I have tried creating a second payment policy but this gets kicked out as well.   

The only way I can relist is to start all over as a new listing and then copy and paste my old listing information.
