Right upto the last 10 seconds my bid was the highest , when the last 10 second past i was outbid.

I was the highest bidder on an item until the last 8 second, when the time expired i was outbid by $1.00? howcome.

From the eBay information Help page, 

Placing a high bid in the closing seconds of an auction-style listing is called "sniping" within the eBay community. Sniping is part of the eBay experience, and all bids placed before a listing ends are valid, even if they're placed one second before the listing ends.

It is always the highest bid that wins.  For best success, decide how much is the most you are happy to pay, and bid your max as late as possible in the auction.  If you are outbid it just means the other person paid too much.
