Sellers can protect themselves from individuals they choose not to do business with and potential non-paying bidders with tools such as: NEW "Buyer Block Preferences" block any bidder where you feel it is necessary to do so without the worry of decreasing bidding activity on your listing, and those with negative feedback or recent Unpaid Item strikes. Look for this tool in: My eBay / My Account / eBay Preferences / Seller Preferences:

You can now require Immediate Payment for a deposit on your item, ensuring your item will not be ended by anyone who cannot immediately pay you a deposit via Paypal:
