What does the 'C' mean in the auctions, other than more money out of pocket?

It means Canadian $$$ and that you are logged into eBay.ca Canada site. Log out and then go log in at eBay.com USA site to be back on the USA site.
At the top of the eBay pages, you should see the Canadian Flag and the word English beside it when you are logged into the eBay.ca Canada site.

It's not more money, it's a different currency.
We call our dollar the 'loonie' because our dollar coin (there are no more one dollar bills) has a bird called a loon on the back.
The currencies of many countries are called 'dollars'. If you enjoy sticker shock check out the differences in the US dollar, the Australian dollar and the Hong Kong dollar.
