What is e-Bay messenger?

I am supposed to notify a seller when I have finished buying items from his site to get combined shipping.  He says not to e-mail him, but to let him know by e-Bay messenger.  What is e-Bay messenger and how do I access it?

Hi ..Must mean your myebay messages, When finished just use contact seller from one of your listings and request total.

Was asked to give feedback how do I do this I had very bad experience with delivery of an item I ordered on eBay how do I complain I have spoke to the delivery company they were very unhelpful
