That is because you were logged in at eBay.ca (Canada) instead of eBay.com (USA)

Look at the address bar at the very top of your page.

Where it says 'ebay.ca' change it to 'ebay.com'

I'm having that issue too.  I'm in the US, always have been, and changed no settings in my account.  How do I get back to US ebay?????
