PAYPAL BUYER PROTECTION PROGRAM OVERVIEW

PayPal Buyer Protection

PayPal Buyer Protection helps you buy with confidence on eBay. When you use PayPal to pay for a qualified listing on eBay.ca, eBay.com, or eBay.co.uk, PayPal Buyer Protection provides up to C$625 of coverage at no additional cost.

To see if a listing is covered, look for the PayPal Buyer Protection icon in the "Seller Information" box on an eBay View Item page.

PayPal Buyer Protection is offered to buyers in an effort to make our online trading community a safe and secure place. At PayPal, your security is our top priority.

With PayPal Buyer Protection, buyers are eligible for up to $625.00 CAD of coverage at no additional cost, for tangible items purchased on eBay and paid for through PayPal.

To see if an item you're about to purchase is covered, look for the PayPal Buyer Protection icon in the Seller Information box on an eBay View Item page.

If you need to file a claim on an item you've purchased, please read through the requirements below. PayPal transactions can be covered by either PayPal Buyer Protection or the Buyer Complaint Process depending on certain requirements. PayPal will determine the appropriate coverage for your claim during the investigation process.

Buyers

PayPal helps you buy with confidence on eBay. When you use PayPal to pay for a qualified listing, PayPal Buyer Protection provides $625.00 CAD of additional coverage at no additional cost.

Make sure a listing is covered before you make your purchase. To find out, look for the blue and white PayPal Buyer Protection icon in the Seller Information box on an eBay View Item page. If your purchase is not covered by PayPal Buyer Protection, it will be likely covered by PayPal's Buyer Complaint Process.

PayPal Buyer Protection coverage is: $625.00 CAD, or $500.00 USD (coverage amount depends on the currency of the original PayPal payment).

Before filing a claim we encourage you to work directly with your seller as most issues can be resolved through direct communication.


PayPal Buyer Protection covers:

* Items paid for with PayPal and paid to the seller's email address associate with the listing (to make sure you pay the correct email address, use the grey Pay Now button found when listing closes on eBay)
* Items not received at all or received significantly different than what was described in the listing
* Items purchased on eBay - when paying for your item, make sure you select eBay Items as your Payment Type
* Tangible items (physical goods that are shipped to you) only. Services and intangible items are not covered

Limitations:

* You may only file one claim per PayPal payment
* Claims must be filed within 30 days of the PayPal payment
* Does not cover cases where you are disappointed with the item you have received
* You are limited to two PayPal Buyer Protection refunds per calendar year. If this limit is exceeded, there is no guarantee for full recovery. You will be awarded only what can be recovered from the seller. However, it is possible that the claim be resolved through the Buyer Complaint Process
* You must be willing to provide information during the investigation process. If we cannot obtain the necessary information the case may be cancelled without a refund

How to become eligible for PayPal Buyer Protection:

* You have received 50 or more eBay feedback comments
* At least 98% of your eBay feedback is positive
* You are a Verified member of PayPal
* You use a Premier or Business PayPal account to accept payments
* You have a Canadian, U.S., or U.K. PayPal account
* Your PayPal account is in good standing

Additional requirements:

* You must select PayPal as an accepted payment option on eBay's Sell Your Item form or when using bulk listing tools such as Turbo Lister or Seller's Assistant
* The item must be listed on www.eBay.com, www.eBay.ca, or www.eBay.co.uk
* The item must be tangible (physical goods that are shipped)
* You must receive payment to the PayPal account that made the listing eligible to offer PayPal Buyer Protection

Here are some tips to help you prevent claims from being filed against your merchandise:

* Use a shipping service that can be tracked online. This will help prove delivery if the need should arise
* Provide original photos of the actual item you are selling. Photos of similar items or photos taken from other websites may not be considered during the claim investigation process
* Fully describe the condition and features of your item(s). Include as much information as possible, and be clear and upfront when describing the current condition of the item
* Talk to your buyer during the transaction process. Open communication can prevent claims from being filed.

If I relist an item that didn’t sell and I originally listed it before PayPal Buyer Protection was launched, will the logo be added to the listing when I relist?

Yes, the logo should be added to any revised and relisted items.

Is there a cost to the seller?

There is no direct cost to the sellers participating in PayPal Buyer Protection. The only indirect cost of participating as a seller is the responsibility of attempting to resolve any disputes filed against you. This, of course, is a responsibility that all sellers share.

How do I know if a listing qualifies for PayPal Buyer Protection?

eBay buyers can look for the PayPal Buyer Protection logo in the Seller Information box on an eBay View Item page to see if an item is covered. The PayPal Buyer Protection logo is a blue and white shield. Note that all requirements must be met by both the buyer and the seller for PayPal Buyer Protection to apply.

Why would PowerSellers need this product – I doubt it will really increase sales?

We have heard from some buyers, especially buyers that are new to eBay, that buyer protection could increase their buying. By creating PayPal Buyer Protection on eBay and promoting it actively, we believe that new buyers will try eBay or increase their buying.

If PayPal Buyer Protection is a program that runs on ebay.ca, ebay.com and ebay.co.uk, does this mean I am protected when buying from any of these sites?

If you are buying from a qualified listing on any of these sites (i.e. a listing that displays the PayPal Buyer Protection icon in the seller information box), then you will be covered regardless of where you are located.

If I list an item on eBay.ca, and it qualifies for PayPal Buyer Protection, will the icon also display when the listing is viewed on eBay.com and vice-versa?

Yes, when an eligible seller lists a qualified item on eBay.ca, eBay.com, or eBay.co.uk, the listing will show the shield in the seller information box when viewed on any of these three sites.

So is it better to list on eBay.ca, or eBay.com?

This is probably a question better left to other users on these boards, as the answer depends on a number of factors, many of which are specific to your particular listing. However, now that PayPal is integrated into eBay.ca, PayPal functionality is no longer a point of difference between eBay.ca and eBay.com

Can I pay my eBay fees with PayPal?

eBay members who registered with eBay.ca will be able to pay their eBay fees with PayPal beginning in mid-March. Members who originally registered with eBay.com can pay their eBay fees with PayPal now. Keep in mind that if you use PayPal to make a one-time payment of your eBay fees, you should pay within 5 days of receiving the eBay invoice in order to avoid having eBay charge your default payment method. Check the eBay Community Boards for updates on when this service will become available.

Good afternoon Randall.

Will eBay.ca provide a tool to bulk revise current listings (both auction listings and fixed price inventory store items) on eBay.ca to include PayPal as a method of payment?

With over 300 items currently listed, it would be a time-consuming effort to revise them all individually.

Pierre,

Once PayPal appears in TurboLister you should be able to use that to revise all of your existing listings. Unfortunately you will still have to revise each listing individually.

Will PayPal Buyer Protection cover all eBay categories?

No. eBay Motors parts and accessories will be covered, however, motor vehicles (cars, boats, planes) will not be covered.

Is there a limit to the number of PayPal Buyer Protection claims that can be paid to the buyer?

There is a one claim per PayPal payment limit and a limit of two PayPal Buyer Protection claim refunds per calendar year (January 1st -December 31st).

PayPal Buyer Protection will attract new buyers to the eBay Marketplace who will be able to buy more confidently. Most buyers never have problems with the items they purchase on eBay. But new buyers don't know that. PayPal Buyer Protection will reward sellers with strong reputations by providing new and existing buyers another reason to buy from PayPal Buyer Protection-eligible sellers. Sellers are encouraged to take advantage of this program as we believe it will drive more buyers to their listings.

Yes. PayPal Buyer Protection will attract new buyers who will be able to buy more confidently. Additionally, PayPal Buyer Protection will reward sellers with strong reputations by providing buyers another reason to buy from PayPal Buyer Protection-eligible sellers. Sellers are encouraged to take advantage of this program as we believe it will benefit them. In the event that you are not satisfied with the program, you may opt-out by contacting PayPal customer support about your PayPal Buyer Protection eligibility. To do this, log in to your PayPal account and click on the Help link in the upper right-hand corner of the page. Go to the "Contact Us" link, and then choose "Help By Phone" link.
