Ask the seller to include the return shipping cost with the refund of your original payment.
He will actually have to do this as a Send Money on Paypal separately from the payment refund.
If he doesn't you have no recourse.
Which is why it is important when negotiating returns and refunds to keep everything polite and friendly.
