You bought directly with your credit card. You did not go through Paypal.
You can phone the 1-800 number on the back of your card and ask about a chargeback. Have dates, transaction numbers, currency and payment amount handy for the clerk to process your refund.
If you used Paypal you would have two levels of protection plus one less worry.
You could within 45 days go to the Resolution Centre and open an Item Not Recieved dispute. The first step is to contact the seller, but you have already done that.
If a seller is going to refund, it takes him one click. No need to wait around and stall the buyer.
Then you escalate to a Claim and if the seller doesn't refund then, PP will and go after him for their money. There will be other fallout for him.
If you wait past 45 days, PP will not help you. Then you go to the chargeback route described above as your second level.
The 'one less worry'? By using PP, the scamming seller never actually sees your financial information.
