The only way for a new seller to get their limits raised or eliminated is to sell items,receive good feedback and DSR ratings and have good customer satisfaction with no disputes opened against you.

Also,as a new seller you will be subject to the PayPal 21 day hold where PayPal will hold payments from your buyers but you are still required to ship within 7 days.
