is this against any rules? they have done it more then once now & it is obvious they will keep doing it so at the least it is not a very acceptable practice in my mind.

Someone has a higher bid than you do.
If the opening bid is $10 and I bid $100, it will open to me at $10.
If you then bid $11, my bid rises to $12.
If you then bid $13, my bid automatically rises to $13.
And so on, until you bid $101. At which point you become the high bidder.
The usual advice is Bid Once, Bid Your Maximum and then let it ride.
Some posters will also add Bid Late (within one or two minutes of closing) to prevent shill bidding by the seller. This is actually pretty unusual, though.
And even with BOBYM, you may be outbid in the last few seconds by a Snipe Bidder, who swoops in when it is too late for anyone else to react.

Chance are even if eBay is aware that multiple account are login with the same IP, that they would do nothing about it.

"Sniper" bid the max at the last second not to increase the bid.
Some user like you I guess, bid the minimum early on and need to keep close eye on the auction. If a sniper wait at the last second, your minimum bid will be beaten and there will be no way for you to overbid him.
If you bit the fair value of the item early on there's a chance for you to overcome all bidders.
