item never received

I ordered in September led light strip from seller  but I never received the item from them. They said that shipment was delayed on Sepetember because of X-Rayscreening of Hongkong Post. They asked me to pay again the half of amount and they should resend me the item again. I paid 7 bucks again and I don't know will gonna receive the item from them or not.

Sorry. You have been scammed. That the delivery was slow and had to be resent is the seller's problem, not yours.

The seller contracts with you to deliver promptly and securely. Then sub-contracts to the shipper. This is not your problem.

 

There have been some delays reported from Hong Kong, but I strongly suspect that crooked sellers are taking advantage. If the item were ever sent, and it was returned to the seller, then wouldn't it be undeliverable? Why would an honest seller try to re-ship if it can't ever be delivered? Why would an honest seller charge his buyer for his error?

 

Go to Customer Support up there in the right corner and from the Resolution Centre, start an Item Not Recieved Claim. You may not be able to get that extra payment back since it was not part of the original purchase.

If PP cannot help, and they have a 45 day deadline which has to be pretty close to past, then go to the credit card you used with your PP account. Phone their 1-800 Customer Service line and ask about a chargeback. Do this now, since they have deadlines too. The card company may be able to help with the demand for extra shipping, since I am pretty sure that was not done through eBay.
