Your comment suggest you do not know how bidding works on eBay.

"appear to be instantly raising bids"
Basically you are bidding against other bidders, NOT the seller.
If someone has entered a $10 bid when the seller has placed a minimum bid of $5.00 (for example) the amount shown will be $5.00 until another bidder comes along.
If you place a $7.00 bid on the item, the minimum bid will be automatically increased to $7.50 since someone has already bid more than you ($10.00 unseen at this point)
Take a look at how increments work: http://pages.ebay.ca/help/buy/bid-increments.html
To continue the example, if you bid $8.00 the minimum bid will automatically increase to $8.50
Continuing on the same listing, if you bid $10.00 the minimum bid will increase to $10.50. Since your $10.00 bid is tied with the original bidder, that other bidder would win the listing if no other bid is received (in case of tie, the first bid always wins).
