Seller claims he can't give me a refund because two months have past. Is this true or just a excuse?

Refund through eBay, sorta true. eBay has a short memory for transactions, at 60 days it becomes difficult, at 90 days next to impossible.
But ...
for a refund through PayPal, it's not true. Transactions made via PayPal are there for years. Just need to know the date paid to pull up the transaction info. PayPal allows you 180 days after payment to file a dispute for a transaction.

Go to your Paypal account and open a Dispute/
PP's Resolution Centre is hidden at the top of your account page under Tools.
You have 180 days for this.
If the problem is an Item Not As Described, you will have to prove return to the seller to get a refund. You will not be refunded for your return postage.
If the problem is Item Not Received, the seller will have to prove Delivery (not shipping, delivery) or you will be refunded.
