You can buy anything you want "off eBay". I bought a coffee at Second Cup this morning. That was an "off eBay"purchase. And a magazine at the Couche-Tard. Again an "off eBay" purchase.
Or do you mean you cannot buy from eBay sellers? That would be an "on eBay "purchase.
My first thought would be that you have more than two Strikes for Unpaid Items. Most sellers will not accept bids from bidders with Strikes.
My second is that you do not have an active Paypal account, or that your sellers demanded Immediate Payment and either your balance was not high enough to cover the payment or you do not have a credit card attached to the PP account.
