You are also covered by the Buyer Protection offered by Paypal for 189 days after purchase.
This may still be in force, depending on the exact date and time you purchased.
The PP Resolution Centre is at the top of your PP account page under Tools and the Dispute is Not As Described.
You will be required to return the unwanted items to the seller with Proof of Delivery to win the Dispute.
In addition, if you pay with a credit card through PP, you may also be covered by the card's chargeback service. Card policies differ.

I assume you mean the delay was due to shipping slowdowns during the pandemic. Those are real but are mostly now under control as most nations have got some handle on the disease.
When you buy, eBay gave you a window. When that window closed, then you should have filed a Dispute in the Resolution Centre at the bottom of this page. If the seller cannot prove delivery (not shipping, delivery) you would be refunded.
