Go back and read the description.
Did it say what the part was , with the manufacturer's part number?
Did you check to see that the part was compatible with the part you received?
Did you receive the part you ordered?
If the part that was described is the part you ordered, the seller did his job and no refund is required of him.
If the part you received was not the part you ordered, and the part you ordered is the part you need, you can go to Paypal and start an Item Not As Described dispute.

PP requires the buyer to return the part in the same condition* in which it was received, and to pay for the return shipping,
You have 180 days from payment for this.
*Which means a new part cannot be removed from the original packaging and no part can have been modified in an attempt to install it.
