Unsure if eBay programmers are aware of this issue but I have been noticed this observation in a number of key areas. (Spotted on a PC using Chrome). Fields need to be viewable in their entirety during ALL processes.
Examples:
Listing example:
Measurement field is 3 characters. Only 2 are visible during creation.
Missing character counter:
I may have missed a few additional situation but those are the most important ones that come to mind. To some users this observation may be moot. To others very critical and/or a major annoyance.

- Make sure your zoom is set to 100% in both the browser and OS. Some sites do weird things with weird zoom levels.
I have. No difference.
Have an educated hunch programmers do not fully test before implementation. It is common to have to advise eBay that links in announcements don't all work when an announcement arrives at ca. Post and they usually get fixed relatively quick.

On the subject of data fields eBay uses one line of the address field for VAT payment details. Unfortunately in some cases this is over writing important delivery information attached to the address. Things like a specific neighbourhood. Confirmed this in one incident where it was missing to an address to London in UK. Also critical that enough characters are there for a complete address as per buyers personal data input. (The allowable number of characters varies between sites.Any variances should be mirrored on dot com). At times there are situations where an address requires notes for last mile. (Mexico, Argentina, UK, Japan as known/researched examples. ) Important to consider address formats vary country to country as per local postal rules. Shortforming or skipping parts of an address could potentially cause parcels that can't be delivered or RTS. Please address and advise. Thanks.
