It's very useful for choosing between micropayments and regular payments, since sending values over $12 to micropayment accounts can become expensive.
The only work around I know of is making Paypal invoices instead.
I'm guessing they took it away because as far as I can tell there will be no need at all for a micropayments account when eBay goes to Managed Payments.
Although I considered doing what you are trying I had so few transactions where the item + shipping were much less than the $12 break point it was hardly worth the effort.
At least during the beta of Managed Payments there is no transaction fee like with PayPal so a micro is not needed. I do not know if this will still be in effect when Managed Payments are fully implemented.
