what  is  promoting a  listing  on e bay  ?  how  is  it done  ?   and  who does  one  promte  to ?  and  is  there  a cost  to  do  it ?

The basic standard promoted listing, is a pay a percentage fee (set by the seller) only if the item being promoted sells.
