How can a seller sell a postcard for $0.99 and charge $45.00us for shipping yet still have a top seller rating? Seems like an obvious scam to me. Why not block these sellers?

Look at the sellers feedback.  If they have happy buyers, they will have top seller rating.  Maybe contact the seller, and ask politely for shipping cost to your location.  As a buyer, you decide who you buy from.  When you read the listing details carefully, and then buy, you have agreed to the sellers terms.

While it sounds excesive I don't believe they are breaking any rules.

If you think shipping charges are too high then don't buy.

Seller Ratings are based upon feedback received from buyers.

While the seller is allowed to charge what he likes, this does sound like an error.

Why not politely ask the seller if there is an error in his listing?

He may have meant $4.50 but missed the decimal point.

A few other thoughts.

He may not realize that eBay has for some years charged him a 10% fee on his shipping charges.

What would tracked shipping cost?

Would the card itself be worth $45?

Is this an auction? While starting a 99 cents is a mug's game, eBay does encourage naive sellers to do this.

You can change the Default Search which is a dropdown menu on the right top of your Search list, to Lowest Price plus Shipping among other choices.

US sellers like to sell using tracked shipping. Inside the USA has really cheap tracked shipping.

Shipping to Canada with tracked would be around $25 (but if the seller dug to the bottom of the USPS convoluted website, they could send it for $12 tracked). At $45us, the seller really does not want to ship to Canada, but is willing to accept a bribe to do so.

...

How to deal with sellers like this: when searching select "Price+shipping" for search sort results.

Well, actually.

Feedback has nothing to do with the Seller's Top Rated Seller status.

Feedback is voluntary and is not a metric for TRS (any more).

Having said that, FB is a measure of how those who actually bought from the Seller felt about the transaction. Those who didn't buy (for example, because the shipping cost was ludicrous) don't have any input into FB.

And conversely, negative and neutral FB is often left by naive buyers who don't know how to get a refund on a transaction that went south.
