What is ebay's current policy regarding charging your buyer for your seller fees?

Do you mean as a surcharge or do you mean estimating and folding them into your item price at the time you create your listings?

I'm asking because another seller is charging buyer for ebay fees. In the past ebay had a written policy that is was not permitted.

Assuming you mean that the seller is charging the fees as a surcharge, I have to wonder how they're able to do that when eBay automatically generates the invoice. Is the seller adding the fees to the shipping charge?

I suspect this is described as a Handling Charge, which is permitted. EBay doesn't question what makes up the Handling Charge.

Try multiplying the price of the item by 0.129. That might give you an inkling if the surcharge is actually eBay fees or if it is a Handling Charge which might cover insurance, cost of packaging materials, or labour.
